摘　　要：目的:了解两轮“上海市中医药事业发展三年行动计划”实施后的发展现状,探索适合上海市中医药事业发展的战略重点。方法:运用POWERSWOT分析思路,通过文献、年鉴数据研究和专家咨询,建构SWOT矩阵。运用ANP分析计算各指标的优先权重值,TOPSIS多目标决策方法确定各策略方案的优先排序。结果:专家的积极指数为100%,对一级元素的权威程度均高于0.8,协调指数为0.28。最终,得到各战略方案排序:WO2>SO1>WO1>SO2,即健全优质高效的整合型医疗卫生服务体系,大力发展中医养生保健服务是重中之重。结论:在上海中医药发展进程中,健全优质高效的整合型中医医疗卫生服务体系最为重要。同时,对中医药事业的长期投入与规划、对中医药人才的多样化培养、对中医药传承创新的重视与支持这三大战略也不容忽视。实施政策的过程中,应重视各个政策之间的相互关联性,以期全面建设上海中医药事业的美好未来。Objective In order to understand the development status after the implementation of the "three years Action Plan for the Development of traditional Chinese Medicine in Shanghai", and to explore the strategies. Methods The SWOT matrix was constructed through literature, annals data and expert consultation according to the POWER SWOT analysis. The priority weight of each index was calculated by ANP analysis, and the priority ordering of the strategy scheme was determined by the TOPSIS multi target decision method. Results The positive index of experts was 100%, the degree of authority to primary elements was higher than 0.8, and the coordination index was 0.28. Finally, the order of each strategic plan is:WO2 > SO1 > WO1 > SO2. That is to say the most important to do is to establish the integrated medical and health service system with high quality and efficiency. Conclusion In the development of Shanghai traditional Chinese medicine, it is most important to improve the quality and efficiency of integrated traditional Chinese medicine medical and health service system. At the same time, the long-term investment and planning of traditional Chinese medicine, the diversification of talent training, the importance and support of traditional Chinese medicine inheritance and innovation should not be ignored. In the process of carrying out the policy, we should pay attention to the interrelation among the policies in order to build the bright future of Shanghai’s TCM cause in an all-round way.
