摘　　要：实现农业技术进步与环境保护的“双赢”是生态文明建设的重要内涵。安徽省是我国重要的农产品生产基地,建设生态文明需要政府联合农业院校和科研机构,通过农业技术水平的提高来提高农业生产效率;重视环境规制的落实,确保环境规制政策的实施效果,为生态文明的制度建设和落实提供保障;注重各地实际,因地制宜实施环境保护政策,确保环境规制政策的实施效率,保障各地区顺利通过“U”型曲线拐点,实现农业技术进步和生态环境的双赢。To achieve a win-win situation for both agricultural technology progress and environmental protection is an important connotation of the construction of ecological civilization. Anhui province is an important agricultural production base in China. To construct ecological civilization, governments need to, firstly, unite with agricultural colleges and research institutes to improve agricultural technology and agricultural production efficiency;secondly, attach importance to the implementation of environmental regulation and ensure the implementation effect of environmental regulation policies to provide guarantee for the system construction and implementation of ecological civilization;thirdly, pay attention to local conditions and implement environmental protection policies in line with local conditions to guarantee the implementation efficiency of environmental regulation policies and to ensure that all regions can successfully pass the inflection point of U-shaped curve, finally achieving a win-win situation for both agricultural technology progress and ecological environment.
