影响林农林权抵押贷款需求因素的实证分析——基于云南省元阳县的调查数据

摘　　要：林业经济发展离不开资金的参与,林权抵押贷款通过林权流转,实现了货币性或权益性要素资产的增值,是林农在生产过程中融资的重要手段之一。本文通过五个方面对云南省元阳县1000位林农进行了实地调研,并根据调研结果进行了统计性描述与实证分析。研究发现,被调研林农对林权抵押贷款的潜在需求较大,但是超过半数以上的林农对申请该贷款持谨慎态度,除林农自身因素导致这一现象外,交易成本较高,阻碍了林农对林权抵押贷款的需求。针对以上问题,本文提出了促进林农增加林权抵押贷款需求的政策建议主要有:为林农提供了解林权抵押贷款相关政策的多种渠道;加强农村专业合作社在林权抵押贷款中的作用;引导森林保险与林权抵押贷款相结合以及推进林权管理服务中心建设,简化林权抵押交易程序等。The economic development of forestry cannot be separated from the participation of funds.The mortgage loan of forestry property rights realizes the increment of monetary or equity factor assets through the circulation of forestry property rights,which is one of the important means of financing for forest farmers in the production process.In this paper,1000 forest farmers in Yuanyang County of Yunnan Province were investigated from five aspects,and the statistical description and empirical analysis were carried out according to the survey results.The study found that the investigated forest farmers have a large potential demand for the forestry property rights mortgage loan,but more than half of them are cautious about applying for it.Apart from their own reason,the high transaction cost hinders the farmers'demand for the loan.In view of the above problems,the policy suggestions put forward in this paper include:opening up more channels for forest farmers to understand the relevant policies of forestry property rights mortgage,strengthening the role of rural specialized cooperatives in the loans,guiding the combination of forestry insurance and forestry property rights mortgage loan,promoting the construction of forestry property rights management service center,and simplifying the procedures of forestry property rights mortgage transaction.
