司法责任制改革下检委会制度的困境与出路——以A省A市检委会的运行情况为例

摘　　要：从近三年A省A市检委会的运行情况可以发现,司法责任制改革下检委会制度存在组织建设不完善、议题范围不明晰、决策机制不健全、责任追究不到位等问题。产生问题的原因可归结为理念层面和制度层面两个方面。应注重从加强检委会的组织建设、明确检委会的议题范围、健全检委会的决策机制、强化检委会的责任追究等四个方面来推进检委会的制度建设。From the operation of A provincial and A municipal procuratorial committees in recent three years,it can be found that under the reform of judicial responsibility system,the procuratorial committees system has some problems,such as imperfect organizational construction,unclear scope of issues,imperfect decision-making mechanism and inadequate accountability.The causes of the problems can be attributed to two aspects:the ideological level and the institutional level.We should focus on strengthening the organizational construction of the procuratorial committee,clarifying the scope of issues,improving the decision-making mechanism of the procuratorial committee,and strengthening the accountability of the procuratorial committee to promote the system construction of the procuratorial committee.
