我国医疗联合体现存突出问题的探索及对策

摘　　要：运用文献研究法及专家咨询法探索当前医联体存在的问题,围绕外部环境和内部结构分析现存的突出问题并提出对策建议。分析结果表明,双向转诊渠道不畅、医保政策不完善、基层药品不能满足临床需要、信息化建设不足、医联体内部利益难以协调是阻碍医疗联合体发展的关键问题。针对上述突出问题,从分级诊疗、法人治理、医保支付方式、基本药物制度和信息共享技术几方面提出相应对策。This article used the literature research method and the expert consultation method to explore the current problems of the medical partnerships,analyzed the existing outstanding problems around the external environment and internal structure,and produced the countermeasures and suggestions.The analysis results showed that the two-way referral channel was not smooth,the medical insurance policy was imperfect,the basic drugs didn't meet the medical demand,the information construction was insufficient,and the internal benefits of the medical partnerships were the key problems that hinder the development of medical complex.Aiming at the above-mentioned problems,this paper puts forward to some countermeasures from the aspects of grading diagnosis and treatment,corporate go- vernance,medical insurance payment,basic drug system and information sharing technology.
