摘　　要：海绵城市已成为我国城市建设的常态工作,在海绵城市建设项目中运用PPP模式,对改善资金短缺、效率低下等建设问题具有重要意义。从政府资本与社会资本的合作态度、价格补偿、收益分配等假设出发,采用Non-stiff常微分方程构建海绵城市建设PPP模式政府资本与社会资本的博弈目标模型,调整参数得到不同假设情况下模型的演化结果,并通过鹤壁市的海绵城市建设PPP模式进行实证分析的结果表明:在项目建设初期应适当注重项目收益,建立起博弈双方的良好信任,吸引社会资本的广泛参与;在项目建设中后期倾向社会收益,使得海绵城市建设成果由社会共享,并着重提升其整体效应水平。The sponge city has become the normal work of urban construction in China. The application of PPP model in sponge city construction projects is of great significance to improve the current situation of capital shortage and inefficiency. In this study, the Non-stiff ordinary differential equation in Matlab software was used to build the game target model of PPP mode for sponge city construction, to conduct the game model research between government departments and social capital, and to make an empirical analysis through the PPP mode of sponge city construction in Hebi city. The conclusion shows that in the initial stage of project construction, proper attention should be paid to project income;good trust should be established between the two sides of the game, and extensive participation of social capital should be attracted. In the middle and late stage of project construction, the trend of turning to social benefits makes the construction achievements of sponge city that is shared by the society, and focuses on improving the level of its overall effect.
