摘　　要：非强制行政不以强制行政相对方服从、接受为特征,是行政机关运用社会治理创新的理念对传统治理模式的改造,也是促进国家治理能力现代化建设的有效途径。非强制行政的推行以官民和谐为价值导向,充分体现了社会治理的人性关怀和文明进步,其利用柔性的执行方式将刚性的公共政策化解为老百姓的自觉行动,最终达成政府治理和社会调节、居民自治的良性互动,从而实现社会治理创新的“软”着陆。Non-compulsory administration is not characterized by the obedience and acceptance of the counterpart of compulsory administration. It is an effective way for the administrative organs to transform the traditional governance mode with the concept of social governance innovation, and modernize China's capacity for governance. In implementing the non-compulsory administration, harmony between officials and the people are taken as the value orientation, which fully reflects the humanistic care and progress of social governance. It uses the flexible administrative mode to transform rigid public policy into the conscious action of the ordinary people, and finally achieves the virtuous interaction of government governance, social regulation and residents' autonomy, so as to realize the "soft" landing of social governance innovation.
