鲁西北地区精准扶贫案例研究——基于德州市夏津县WJ村的调研分析

摘　　要：鲁西北是山东贫困人口较多的地区,位于这一区域的WJ村曾属省定贫困村。WJ村的贫困类型主要为制度供给不足型贫困、区域发展障碍型贫困与可行能力不足型贫困,除区域发展落后与自然灾害频发等宏观因素外,疾病、年老、残疾是其最主要的直接致贫原因。精准扶贫开展以来,WJ村通过加强基础设施建设、发展生产、增加社会保障、吸收公益助力、改善人居环境等多种途径,用两年的时间实现了全村整体脱贫目标,并带动了村中各项事业的推进发展。本文在分析WJ村精准扶贫路径与成效经验的基础上,指出其发展中仍存在的困难与问题,并提出相应的政策建议,以期实现精准扶贫案例研究的学术意义与现实意义。Northwest Shandong is a region with a large number of poor people. WJ Village in this area was once a provincial poverty-stricken village. There were mainly systemic poverty-stricken poverty, regional developmentdisabled poverty and incapable capacity-deficient poverty in WJ Village. In addition to macroeconomic factors such as backward regional development and frequent natural disasters, diseases, old age and disability are the most important causes of poverty. Since the implementation of precision poverty alleviation, WJ Village has promoted the development of various undertakings and achieved the goal of poverty alleviation in two years by strengthening infrastructure construction, developing production, increasing social security,absorbing public welfare and improving living environment. Based on the analysis of WJ village's precise poverty alleviation path and effectiveness experience, this paper points out the difficulties and problems that still exist in its development, and puts forward corresponding policy recommendations, in order to realize the academic significance and practical significance of the case study of precise poverty alleviation.
