摘  要:大气污染区域治理实际上是将大气污染的区域按照行政区划的管辖划分为若干行政单元,每一行政主体不仅要负责所辖单元内的大气污染治理事务,同时还要与其他行政单元内的行政主体相互合作。联合执法涉及如何平衡各行政主体之间的关系、协调区域执法资源、联合执法的跨区管辖等具体问题。建立大气污染区域治理执法协调机制需要解决联合执法的依据、效力、配套制度建设等方面的问题。建立大气污染区域治理执法协调机制不仅可以消减区域大气污染物的浓度,还可以提升区域行政资源的配置效率。Regional air pollution control divides air pollution areas into a number of administrative units according to jurisdiction, and each administrative subject should not only shoulder the responsibilities for the air pollution control affairs within the unit, but also cooperate with the administrative bodies in other administrative units. Joint law enforcement is related to such specific issues as the balance of the relationships among administrative bodies, the coordination of regional law enforcement resources, and the cross-district jurisdiction of joint law enforcement. In order to establish the law enforcement coordination mechanism of regional air pollution, the problems about the basis, effectiveness and supporting system construction of joint law enforcement need to be solved. The establishment of the law enforcement coordination mechanism of regional air pollution is significant not only for reducing the concentration of regional air pollutants, but also for improving the allocation efficiency of regional administrative resources.
