摘 要:20世纪60年代以来,"腐败—增长"关系一直是西方腐败研究的热点议题,但至今尚无共识性结论。关于"腐败—增长"关系,西方学界主要有腐败有利增长、腐败有害增长、腐败与增长非线性关系和腐败无关增长四种论点。研究表明,腐败主要是通过投资、贸易、人力资本、政府支出和政治局面等途径间接影响经济增长,这种影响会因宏观政治经济变量的差异而表现出不同的效应。在具体政治经济环境下,在正负效应的折冲平衡中"腐败—增长"之间往往呈现出非线性关系。文章对我国腐败治理的政策启示意义在于:(1)反腐措施上,政府应裁撤繁琐不当的经济管制,提升经济自由度;防范医疗、教育等领域支出式腐败,阻断腐败有害增长的主要渠道。(2)反腐策略上,政府应积极推进制度化反腐,尽量避免运动式反腐,以营造稳定的经济发展环境。(3)反腐体系上,反腐措施应与政府治理能力提升、制度质量提高协同推进。The corruption-growth relationship has been a hot topic in Western corruption studies since the 1960 s, but there has been no consensus until now. For 50 years, there have been four main arguments on the corruption-growth effect in the Western academic circles: corruption is conducive to growth, corruption is harmful to growth, the corruption-growth relationship is nonlinear, as well as there is no correlation between corruption and growth. The results of the study show that corruption affects economic growth indirectly through investment, trade, human capital, government expenditure and the political situation, and the effect shows effects vary due to differences in macro political and economic variables. In the specific political and economic environments, the corruption-growth relationship tends to be nonlinear in the balance between positive and negative effects. This paper has the implications for the policy of Chinese corruption governance as follows: Firstly, on anti-corruption measures, it is necessary to eliminate tedious and improper economic regulation, improve economic freedom, prevent expenditure corruption in areas such as medical treatment and education, and block the main transmission channels of the negative effect of corruption on growth. Secondly, on the anti-corruption strategies, the government should actively promote institutionalized anti-corruption and try its best to avoid campaign-style anti-corruption, so as to create a stable economic development environment. Lastly, on the anti-corruption system, anti-corruption measures should be coordinated with the improvement of the quality of governance and the quality of political institutions.
