摘　　要：[目的/意义]情报工作是大国重器,肩负强国使命。以高质量规模化情报供给快速响应并满足国家安全与发展决策需求,是未来情报工作变革发展的肯綮所在。[方法/过程]文章基于供给侧视角,通过分析我国情报工作服务国家安全与发展决策中存在的主要问题,构建了情报供给侧改革的五角模型解释框架。[结果/结论]基于五角模型解释框架,从提升情报层次去产能、推进服务升级去库存、加强技术创新降成本、优化情报生态补短板、防范安全风险去杠杆5个方面探索情报供给侧改革路径,为情报引领并服务于国家安全治理与社会发展重大决策提供对策建议。[Purpose/significance] As a powerful weapon,intelligence service is bestowed with the mission to turn China into a powerful country.It’s pivotal for future intelligence service reform and development to respond quickly and meet China’s decision-making need regarding national security and development with high quality and large-scale intelligence supply.[Method/progress] This paper constructs a pentagon model interpretation framework for intelligence supply reform through analysis of existing major problems in the intelligence services facilitating government’s decision-making practice with regard to national security and development from the perspective of supply-side structure.[Result/conclusion] Based on the pentagon model interpretation framework,the paper probes into the supply reform from five aspects and provides countermeasures and suggestions to make intelligence services guide and facilitate important decisions related to national security governance and social development,that is,optimizing the hierarchy of intelligence services to cut overcapacity,promoting service upgrading to reduce inventory,spurring technical innovation to lower the cost,improving the intelligence environment to strengthen the areas of weakness and preventing safety risk for deleveraging.
