摘　　要：改革开放以来,中国特色政党外交经历了40年的发展演变,收获了丰富的理论与实践成果。其理论成果主要体现在,有效区分政党外交与政府外交,并对政党外交进行合理定位;创造性发展中国共产党党际关系四项原则和新型政党关系思想;超越意识形态的差异,谋求相互了解和合作思想的形成与发展。其实践成果主要有:多元机制化建设的形成;政党外交数量和质量获得迅猛发展,建立了政党外交新格局;党际关系促进和推动了国家关系的发展等。在积淀成果的同时,中国特色政党外交积累了丰富的经验,诸如必须坚持正确的党际关系指导原则;必须发挥政治引领作用,开创政党外交新局面;必须充分发挥政党外交的特色和优势,推动我国总体外交的发展。Since the reform and opening up,the party-to-party diplomacy with Chinese characteristics has undergone 40 years of development and evolution,and has gained rich theoretical and practical achievements.The theoretical results are mainly reflected in the effective distinction between the party-to-party diplomacy and governmental diplomacy,and the rational orientation of the party-to-party diplomacy;developing the four principles of the inter-party relations and the thought of the new party-to-party relations in a creative way;deemphasizing ideological differences among diverse political parties,but seeking the formation and development of mutual understanding and cooperative thoughts.The main achievements of the practice are as follows:the formation of multi-institutional construction;the quantity and quality of party-to-party diplomacy have developed rapidly,and the new pattern of the party-to-party diplomacy has been also established;inter-party relations promote and accelerate the development of inter-state relations and so on.At the same time,party-to-party diplomacy with Chinese characteristics has accumulated rich experiences,such as adhering to the correct guiding principles of inter-party relations;giving full play to the role of political leadership and new prospects have been opened up in party-party diplomacy work;fully displaying the characteristics and advantages of the party-to-party diplomacy,so as to promote the development of our country’s overall diplomacy.
