政策激励与农户宅基地退出方式选择——基于四川典型地区的调查与分析

摘　　要：【目的】研究不同类型政策对农户选择退出方式的影响机理和作用路径,为明晰农户的不同政策需求,完善宅基地退出政策设计提供参考。【方法】多分类Logistic回归模型。【结果】在退地进城相对于集中居住的影响方面,经济补偿政策变量都没有通过显著性检验,反映社会保障政策和其他配套政策的指标都具有显著的影响作用。在闲置退出相对于集中居住的影响方面,经济补偿政策和其他配套政策变量都具有显著的影响,而社会保障政策指标没有通过显著性检验。【结论】①经济补偿政策对农户选择闲置退出具有重要激励作用,而且即使是较低的经济补偿标准也能激励农户退出闲置宅基地。②农户选择集中居住退出方式时,不仅关心经济补偿问题,也关心集中建设区的综合配套情况,因此经济补偿和住房安置政策对农户选择集中居住具有较强的激励作用。③退地进城的农户更关心进城之后如何持续稳定的生活,因此相比经济补偿,完善的社会保障政策以及其他配套保障措施对农户选择退地进城具有更强的激励作用。【Objective】 To study the mechanism and path that different types of policies influence farmer, choice of homestead exit methods, and provide reference for us to understand different policy needs of farmers and improve the design of exit policies for homesteads.【Method】 Multi-category logistic regression model.[Result] In terms of the impact of retreating into the city relative to the concentrated residence, the variables of economic compensation policy did not pass the significance test, and the indicators reflecting the social security policy and other supporting policies showed significant effects, In terms of the impact of idle exits relative to concentrated residence, variables of economic compensation policy and other supporting policies showed significant effects,while social security policy indicators did not pass significance tests.【Conclusion】①The economic compensation policy played an important role in encour-aging farmers to choose idle exits,even the economic compensation standards is low.② When farmers choose the concentration residence of exit, they not only care about the issue of economic compensation, but also care about the comprehensive supporting situation of the centralized construction area. Thereore,the economic compensation and housing resettlement policies have strong incentive effects for farmers to choose concentrated living.③Farmers who have retreated to the city are more concerned about how to maintain a stable life after entering the town. Therefore,compared with economic compensation,perfect social security policies and other supporting measures would play a stronger incentive for farmers who choose to retreat into the city.
