摘　　要：从收费公路PPP项目的应用环境及现状等方面进行梳理,分析出政策、融资、风险分担等方面一些问题,结合我国收费公路推行PPP模式的特点及背景,从顶层设计、制度环境和能力建设3个方面,提出了规范我国收费公路PPP项目实现健康快速发展的对策,为我国收费公路PPP项目的实践发展提供了理论与技术支持.This paper sorts out the application environment and current situation of PPP projects, analyzes some problems in policy, financing, risk sharing, etc., and combines the characteristics and background of the PPP mode in China's toll roads, from the top-level design, institutional environment and capacity building. On the other hand, it puts forward the countermeasures to standardize the healthy and rapid development of China's toll road projects via PPP, and provides theoretical and technical support for the practical development of China's toll road projects via PPP.
