甘肃群众体育与竞技体育协调发展的影响因素与治理策略

摘　　要：为了积极推进“健康中国”建设和全民健身活动的普及,有效破解群众体育、竞技体育发展与民众间供需失衡的现况。运用文献资料、逻辑分析等研究方法,分别对群众体育和竞技体育协调发展的内涵、动力模型,以及影响二者间协调发展的相关因素进行深层探析。结论:在“供需-支持-中介”系统中公共体育设施资源配备匮乏、区域性经济基础水平薄弱、专项法律条例与政策保障缺失,以及体育中介服务组织稀缺等因素成为现阶段制约甘肃群众体育与竞技体育间协调发展的主要瓶颈。建议:以夯实公共体育资源补齐供需短板;打造品牌赛事满足民众多元需求;强化政府监督职能提高运作效率;健全政策法律规制完备保障体系;搭建科技平台提升中介服务功能等一系列途径,积极推进甘肃群众体育和竞技体育健康协调与可持续发展。In order to actively promote the construction of "healthy China" and the popularization of national fitness activities,effectively crack the current situation of the development of mass sports,competitive sports and the imbalance between supply and demand among the people.Using literature,logic analysis and other research methods,the connotation,dynamic model of the coordinated development of mass sports and competitive sports,and related factors affecting the coordinated development of the two are deeply explored.The conclusions show that in the "supply and demand-support-mediation" system,the lack of public sports facilities resources,the weak regional economic foundation,the lack of special legal regulations and policy guarantees,and the scarcity of sports intermediary service organizations have become the constraints of Gansu mass sports at this stage.The main bottleneck of coordinated development with competitive sports.Suggestions:To supplement the supply and demand shortcomings by consolidating public sports resources;to create brand competitions to meet the diverse needs of the people;to strengthen the government supervision function to improve operational efficiency;to improve the comprehensive guarantee system for policy and legal regulation;to build a technology platform to enhance the intermediary service functions,etc.Promote the healthy coordination and sustainable development of mass sports and competitive sports in Gansu.
