摘 要:为深入实施创新驱动发展战略,推动新型研发机构健康有序发展,提升国家创新体系整体效能,提出如下意见。―、新型研发机构是聚焦科技创新需求,主要从事科学研究、技术创新和研发服务,投资主体多元化、管理制度现代化、运行机制市场化、用人机制灵活的独立法人机构,可依法注册为科技类民办非企业单位(社会服务机构)、事业单位和企业。二、促进新型研发机构发展,要突出体制机制创新,强化政策引导保障,注重激励约束并举,调动社会各方参与。通过发展新型研发机构,进一步优化科研力量布局,强化产业技术供给,促进科技成果转移转化,推动科技创新和经济社会发展深度融合。The air pollution process in Beijing-Tianjin-Hebei and surrounding areas during the Spring Festival of 2018 was analyzed in this paper. The results showed that the air pollution in local areas was serious,especially the areas centered on Shijiazhuang,Xingtai,Handan,Jincheng and Changzhi were the most polluted. It was characterized by large range and long duration. Affected by unfavorable meteorological conditions including breeze,high humidity and temperature inversion,particulate pollution accumulated and transformed continuously. From February 15 th to February 21 th ,the main pollution source in Beijing was motor vehicle exhaust,while Zhangjiakou,Baoding,Taiyuan and Zhengzhou were coal-burning sources. The proportion of fireworks sources in Taiyuan and Langfang was higher than that in other cities. Since the afternoon of New Year’s Eve,the concentration of ions related to fireworks in different cities had increased in varying degrees. The contribution rate and concentration of fireworks sources in Beijing and Baoding were decreased compared with the Spring Festival period in 2017. During the Spring Festival in 2018,the concentration of PM 2.5 was significantly higher than that of the previous three years. The air quality in the south of the region was more serious. The heavily polluted areas were mainly concentrated in Shijiazhuang,Xingtai,Handan,Changzhi and Jincheng.
