公共政策理论视角下湖北省社会办医政策研究

摘　　要：运用公共政策理论,从政策的制定与执行、政策的目标团体以及所处的社会环境三个方面,对湖北省社会办医政策进行研究。在政策制定与执行层面,非营利性财务管理、技术性支持等政策缺乏,部门间掣肘影响了政策的执行;在目标团体层面,民营医院存在定位不清、内部管理不完善等问题;在社会环境层面,公立医院的排挤效应与民营医院信誉度低并存。为此建议:增强政策的科学性和系统性,推动政策落到实处;明确民营医院发展定位,完善内部管理体制;加强公立医院和民营医院的合作,营造民营医院发展的良好氛围。Using public policy theory,this paper analyzes the social medical policy of Hubei Province from three aspects: policy formulation and implementation,policy target groups and social environment. At the policy formulation and implementation level,non-profit financial management,technical support and other policies are lacking,and the inter-departmental constraints affect the implementation of policies;at the policy target group level,private hospitals have unclear positioning and internal management imperfections;at the social environment level,problems like crowding out effect of public hospitals and low credibility of private hospitals coexist. To this end,it is recommended to enhance the scientific and systematic nature of the policy,promote the implementation of the policy,clarify the development orientation of private hospitals,improve the internal management system,strengthen the cooperation between public hospitals and private hospitals,and create a good atmosphere for the development of private hospitals.
