摘　　要：在中国共产党的组织架构和国家政权体系中,作为“一线总指挥”的县委书记担负着富民强县的重任,党和国家对县委书记提出要做政治的明白人、发展的开路人、群众的贴心人、班子的带头人的角色要求。但囿于主客观条件,县委书记有时出现角色不优、角色失范甚至角色失败的情形,使得组织期待落空,党和国家利益受损。必须强化角色建设,通过培养角色意识、提升角色能力、建构角色规范、优化角色环境,推动角色要求从应然之意走向实然之路。In the organizational structure of the Communist Party of China and the system of state power,the secretary of the county Party committee,as the "front-line general commander",shoulders the important task of enriching the people and strengthening the county.The Party and the state demand the secretary of the county Party committee to be a political enlightened person,a pioneer of development,a close person of the masses and a leader of a group.However,due to subjective and objective conditions,county Party secretaries sometimes have poor roles,role anomie or even role failure,which makes organizational expectations frustrated and the interests of the Party and the state damaged.It is necessary to strengthen the role construction,promote the role requirement by cultivating the role consciousness,enhancing the role ability,constructing the role norm and optimizing the role environment.
