摘　　要：中国地质调查局在总结长期开展的项目绩效管理实践经验的基础上,初步形成了地质调查项目全过程预算绩效管理的机制,但在绩效运行监控环节稍显薄弱。自中国地质调查局正式升级为中央一级预算单位以来,财政部出台了有关预算绩效监控的指导意见,本文结合管理实践,综合考量监控范围和内容、监控方式、监控流程、结果应用等方面,构建出地质调查项目预算绩效监控的新机制。最后,针对加强地质调查预算绩效运行监控机制建设,提出了制度建设和宣传培训方面的建议。Based on the long-term experience of project performance management,China Geological Survey Bureau has initially formed a mechanism for the overall process budget performance management of geological survey projects,but it is not very effective in the performance monitoring.Since China Geological Survey Bureau officially upgraded to the central level budget unit,the Ministry of Finance has issued guidance on budget performance monitoring.Based on the specific management cases,this paper comprehensively considers the scope and content of monitoring,monitoring methods,monitoring processes,application of results,etc.,constructs a new mechanism for monitoring the budget performance of geological survey projects.Finally,in order to strengthen the construction of the monitoring mechanism for the geological survey budget performance,we put forward some suggestions on system construction and publicity training.
