探讨电镀工业园区实施环保管家的途径和意义

摘　　要：随着全社会对于生态环境保护的愈发重视,国家陆续修订完善多部环保法律法规,2016年环保部发布了《关于积极发挥环境保护作用促进供给侧结构性改革的指导意见》(环大气[2016]45号),首次提出"环保管家"概念。《意见》提出鼓励和发展环境服务业,确定环境服务业的发展方向,包括推进环境咨询服务业发展,鼓励有条件的工业园区聘请第三方专业环保服务公司作为"环保管家",向园区监测、监理、环保设施建设运营、污染治理等提供一体化环保服务和解决方案。本论文主要介绍环保管家的服务模式,说明电镀工业园区实施环保管家的途径和意义。With the increasing importance attached by the whole society to ecological environmental protection, the state has successively revised and improved several environmental protection laws and regulations. In 2016, the Ministry of Environmental Protection issued the “Guidance on Actively Playing the Role of Environmental Protection to Promote Supply-Side Structural Reform,” and for the first time proposed the concept of “environmental stewardship.” The Opinions put forward the idea of encouraging and developing the environmental service industry and determining the direction of its development, including promoting the development of the environmental consulting service industry, and encouraging industrial parks where conditions permit to employ third-party professional environmental protection service companies as “environmental stewardship”. Provide integrated environmental protection services and solutions to park monitoring, supervision, environmental protection facilities construction and operation, pollution control, etc.. This paper mainly introduces the service mode of environmental stewardship and explains the ways and significance of implementing environmental stewardship in electroplating industrial parks.
