摘　　要：互联网时代,以音频、视频为代表的多媒体信息资源是公共图书馆信息资源的重要组成部分.文章针对公共图书馆多媒体资源的建设现状,提出了公共图书馆以特色专题为建设框架,自主进行特色多媒体资源建设的具体方案,内容包括积极解决资源建设过程中的知识产权问题、载体转化问题和社会合作问题.同时探讨了公共图书馆特色多媒体资源服务中如何提供更精准化、特色化的内容运营以及多媒体资源版权适用等问题.In the Internet era, multimedia information resources represented by audio and video are important components of public library information resources. In view of the current situation of construction of multimedia resources in public libraries, the paper puts forward a concrete scheme for independent construction of characteristic multimedia resources with special subject as the construction framework, including actively solving the problems of intellectual property rights, carrier transformation and social cooperation in the process of resource construction. At the same time, it discusses how to provide more accurate and characteristic content operation and copyright application of multimedia resources in the characteristic multimedia resources service of public library.
