摘　　要：本文结合目前城市基础建设系统,对城市基础设施项目融资中引入PPP模式进行研究,对城市基础设施建设投资模式的权责进行划分,运用层次分析法对PPP模式下基础建设投资进行量化分析,以进一步明确市场准入准则,建立相对应的投资者筛选机制,制定合理的回报机制。Combining with the current urban infrastructure system, this paper studied the introduction of PPP mode into urban infrastructure project financing, divided the rights and responsibilities of investment mode of urban infrastructure construction, and made quantitative analysis of infrastructure investment under PPP mode by using analytic hierarchy process, so as to further clarify market access criteria and establish phase, establish the corresponding investor screening mechanism and formulate a reasonable return mechanism.
