农业文化遗产价值及其多方参与保护机制研究——以江西崇义客家梯田为例

摘　　要：崇义客家梯田是客家人民在长期的生息发展中,为适应山区恶劣的自然环境依据山势而建造的一种坡耕地系统,是全球重要农业文化遗产的组成部分。本文从辨析农业文化遗产六大特征入手,剖析了崇义客家梯田系统保护和开发利用中存在的主要问题。最后,从农遗视角出发,研究参与式管理在崇义客家梯田系统保护中的应用,提出遗产地保护和开发利用的发展对策,主要包括:坚持正确的政策导向和设立联合监管机构,提高农民参与度和维护农民切身利益,加大科技投入和培养专业人才、发掘企业优势和提高农业效益等。To adapt to the harsh natural environment in the long-term existence and development,Chongyi Hakka Terraced Field was constructed by Hakkasan according to the mountain shape.It is a kind of sloping farmland system which has been part of globally important agricultural heritage systems.Starting with analyzing and discriminating six characters of agricultural heritage systems,this paper further dissects major problems existing in the protection and exploitation of Chongyi Hakka Terraced Field.Finally,in the perspective of agricultural heritage,this paper analyses the application of participatory management in the protection and puts forwards developmental strategies of heritage site’s protection and exploitation,which mainly include adhering to correct policies,establishing joint regulators,improving peasants’degree of participation,protecting peasants’vital interests,increasing input in science and technology institutes,cultivating professionals,exploring enterprise strengths,and increasing agricultural benefits.
