摘　　要：从公路综合养护的定义出发,阐述了公路养护绩效评价的必要性,提出了公路综合养护绩效评价构建的思路和步骤,分析了影响公路综合养护专项绩效评价的多方面因素,提出构建公路综合养护绩效评价的基本原则,从业务、内控制度及预算、经济和社会效益3方面构建公路综合养护绩效评价指标体系,并采用专家打分法确定各指标的扣分、权重及绩效评价的评价标准。Based on the definition of comprehensive highway maintenance,this paper expounds the necessity of highway maintenance performance evaluation,and puts forward the train of thought and steps for the construction of highway comprehensive maintenance performance evaluation,and analyzes on many factors that affect the special performance evaluation of highway comprehensive maintenance.Based on these,the paper puts forward the basic principles of constructing the performance evaluation of highway comprehensive maintenance,constructs the evaluation index system of highway comprehensive maintenance performance from three aspects:business,internal control system and budget,and economic and social benefits,and adopts the expert scoring method to determine the deduction,weight and performance evaluation standard of each index.
