实地核查在重庆市矿山开采监管中的实践和运用

摘　　要：为解决矿业权存在的交叉重叠、界线不清、底数不准等实际问题,实地核查逐渐发展成重庆市矿山开采监管的重要抓手。2013年起,重庆市陆续完善了矿产资源开发监管责任体系,建立采矿权实地核查和储量动态检测制度,制定了一系列具体监管措施。通过持续实地核查,摸清了全市矿山开采情况,发现的越界/疑似越界开采比例逐年下降,促进采矿权人自觉履行自身义务,降低了矿山安全监管风险,维护了良好矿业开发。In order to solve some practical problems of overlapping, unclear boundary and inaccurate base number of mining rights and Chongqing city completed on-site inspection of 3365 effective mining rights, on-site inspection has gradually become important method for supervision of mine mining in Chongqing city. From 2013, Chongqing city gradually improved responsibility system of supervision of mineral resources development, established system for on-site inspection of mining rights and reserves dynamic detection and set out a series of specific regulatory measures. Through continuous on-site inspection, mining conditions of all mines in the city are figured out and the ratio of actual or suspected mining out-of-boundary decreases on yearly basis. It promotes mining right owner to consciously fulfill their own obligations, reduce the risk of mine safety supervision and maintain a good order of mining development.
