摘　　要：在医疗费用支出增加、人口老龄化水平快速上升的背景下,传统的医保政策正面临越来越大的支付压力。解决这一潜在危机的方法之一就是通过"经济人"假设理论、公平理论、需要与动机理论和强化理论,从微观的心理动机的角度,来增强群众参与体育活动的内在动机,通过体育活动参与度的差异来实行医保比例浮动制,增强群众的体育活动的动机水平,增强群众的体质,减少对医疗资源的使用和依赖。With the increase of medical expenditure and the rapid increase of population aging, the traditional health insurance policy is facing more and more pressure to pay. One of the ways to solve this potential crisis is to strengthen the intrinsic motivation of the masses to participate in sports activities through the hypothesis of "economic man", the theory of equity, the theory of needs and motivation and the theory of reinforcement, from the perspective of micro-psychological motivation, and to implement the floating system of medical insurance proportions through the difference of the degree of participation in sports activities. The motivation level of sports ac-tivities of the masses should be strengthened, and the use and dependence of medical resources should be reduced.
