摘　　要：“十三五生态环保规划”中期评估,是对“十三五”规划路线、内容及阶段成果的检验,是对规划期内环境保护进程的总体判断和对政府履行环保职责情况的督促检查。通过中期评估,掌握规划目标、重点任务、政策措施等执行情况,评价判断各部门在执行规划中各项任务的成效、经验,剖析规划执行过程中遇到的问题。根据新形势、新要求提出规划实施后两年的工作重点和思路,提出强化规划执行的机制、制度与政策层面的建议。The mid-term evaluation of the “13th Five-Year Ecological Environmental Protection Plan” is a test of the “13th Five-Year Plan” route, content and stage results. It is the overall judgment of the environmental protection process during the planning period and the supervision of the government’s performance of environmental protection duties. an examination. Through the mid-term evaluation, we will grasp the implementation of planning objectives, key tasks, and policy measures, evaluate and judge the effectiveness and experience of each department in implementing the various tasks in the planning, and analyze the problems encountered during the implementation of the plan. According to the new situation and new requirements, put forward the work priorities and ideas for the two years after the implementation of the plan, and put forward suggestions on strengthening the mechanism, system and policy level of the implementation of the plan.
