高校附属医院受托经营国企医院之实践与探索

摘　　要：北京市某国企在其全资拥有的国企医院基础上,把医院部分资产委托某高校附属医院经营,共同建设该高校附属医院院区;双方为保证国有资产不流失、不贬值及规避可能存在的法律风险,还设计了一系列对于国有医疗机构深化改革具有重要现实意义的风险防控机制。A state-owned company and an affiliated hospital of a univesity carry out in-depth cooperationac. cording to the spirit of deepening the reform of medical institutions run by state-owned enterprises and relieving the non-capital functional needs of Beijing. On the basis of its wholly owning of state-owned hospitals, it entrusts part of the assets of state-owned hospitals to the affiliated hospital of a university, and jointly builds the affiliated hospital area of a university. In the process of entrusted cooperation, the two sides have achieved legal compliance and abid. ed by various rules. At the same time, in order to ensure that state-owned assets not to lose or depreciate and avoid possible legal risks, a series of risk prevention and control mechanisms have been designed, which is of great practi. cal significance for deepening the reform of state-owned medical institutions.
