精益治理：城市社区养老助餐服务中的困境破解——以G市某老年人爱心助餐项目为例

摘　　要：助餐是社区居家养老的重要组成部分,如何实现养老助餐精准化供给是其关键之处。精益治理思想较为典型地体现了社区助餐治理的"精准化"新趋势,其目的是为了实现供需之间的动态平衡。在对G市某社区助餐项目的深入调研中发现,该项目存在运营模式专业性缺乏、各执行主体角色定位模糊、运营经费不足、可持续性堪忧等困境,分析其原因与治理精益化程度偏低有关。为此,在精益治理的视角下提出如下解决之道:其一,在主体维度,发挥各主体所长,重视主体间联动,实现协同治理;其二,在资源维度,重视治理主体之间的资源流动、交换和共享。其三,在机制维度,为提高精准性,要重视大数据的作用,健全监管机制。Meal Aid services are an important part of community home care for the aged. How to realize the accurate supply of assisted meals for the elderly is the key. Lean governance typically reflects the new trend of "precision" of community meal management, and its purpose is to achieve the dynamic balance between supply and demand. In the in-depth investigation of a community meal assistance project in Guangzhou, it was found that the project was faced with difficulties such as the lack of professionalism in operation mode, unclear positioning of the roles of various execution subjects, insufficient operating funds, and lack of sustainability, etc. The reasons were analyzed and related to the low degree of lean governance. Therefore, the following solutions are proposed from the perspective of lean governance: first, in the dimension of subjects,we should give play to the strengths of each subject, attach importance to the linkage between subjects, and achieve collaborative governance;Secondly, in the dimension of resources, more attention should be paid to the flow, exchange and sharing of resources between governance subjects. Third, in the mechanism dimension, in order to improve accuracy, we should attach importance to the role of big data and improve the supervision mechanism.
