摘　　要：对地方政府财政能力评估问题的探讨目前少有人涉及。就该论题的基本分析框架、核心术语、分析方法做了初步研究 ,旨在通过若干统计指标和指标体系的建立全方位考察地方政府财政能力并揭示其数量特征 。Till today, no efforts have been made to the study of the financial ability of local government of China. In this paper, after studying on the basic analysis frame, central terms and analysis methods of the thesis, the author fully examines the financial ability of local governments and its scalar nature by establishing some statistic index and valuation index system. It is the base for the following empirical study.
