摘　　要：在WTO框架下,农业保险属于“绿箱政策”,是各国政府保护、促进农业发展的有效工具之一。然而,我国现行的农业保险商业化经营模式使农业保险业务长期处于萎缩、亏损甚至停滞状态,不适应农业发展的需要。目前,有必要改革现行农业保险制度,建立农业政策性保险制度,以充分发挥农业保险在保护、促进农业发展中的重要作用。Agricultural insurance is an'Green Policy'and it is one of the effective tools in protecting and promoting agricultural development in the world.However, the current pattern of the agricultural insurance commercialization makes the agricultural insurance decline,deplete,even stop.So it is necessary to reform the current agricultural insurance system, to establish the insurance system of agricultural policy in order to protect and improve agricultural development.
