摘　　要：农村经济体制的改革,是推动农村基层民主的直接动力。目前农村民主政治管理体制还存在以下问题:乡镇政权对上负责充分体现,对下负责明显不足;乡镇政权财政上基本依赖乡村经济组织,却在政府行为上不对其负责;乡镇政府对人大负责难以落实;乡镇对村的控制明显加强,村民自治有所削弱;乡镇政权权力小责任大。要解决这些问题,就要真正落实乡镇人民代表大会制度,真正实现村民自治。The artical thinks,the reform of the rural economic system is the direct motive force of promoting the rural democra-cy in grass-roots units.The following problems that rural political management system still existed at present;villages and towns regime is responsible for the higher level fully,responsible for the subordinate obviously insufficient;The expenditure of the vil-lages and towns regime rely on the rural economic organization basically,but not responsible for it at government 's behavior;It is difficult to implement that the villages and towns governments are responsible for National People's Congress;The power of the villages and towns regime is small but its obligations is great.Should implement the Poeple's Congress system of the vil-lages and towns really and realize villager's autonomy really,so as to solve these problems.
