摘　　要：基础研究对于推动科学技术的进步和经济的发展起着至关重要的作用。原始性创新是基础研究的灵魂 ,已成为当代科技竞争的战略制高点。克服低水平重复研究 ,提高科研经费的利用效率 ;建立鼓励科研人员创新的文化环境 ;吸引与稳定人才 ,充分调动其积极性 ;加强不同学科之间的交叉和渗透 ,有助于增强原始性创新的能力 ,从而促进基础研究的发展。Basic research plays an important role in promoting the progress of sci-tech and economic development.The initiative innovation is a soul of basic research and has become a commanding point of strategy of modern sci-tech competition.We should overcome repeated research with low level and raise efficiency of funds for scientific research;establish cultural environment of encouranging researchers to take innovation;import and stabilize talents and fully mobilize their positive factors;strengthen different disciplines' blending and seeping,which may help to reinforce ability of initiative innovation so as to promote development of basic research.
