摘　　要：本文介绍了美国政府设立"小企业投资公司计划"的背景、运作机制和监管措施,分析了该计划实施的效果与特点,针对我国政府在扶持和引导小企业创业投资方面存在的问题,提出了需要借鉴和发展的思路。The paper introduces the background, operating mechanism, and managing measures to The Small Business Investment Corporation Program set up by US government, and analyses the program's effects and its characteristics. In allusion to the questions about supporting small business venture investment by Chinese government, we have pointed out the thoughts of development.
