摘  要:随着庆吉油产量逐年递减,东北地区庆吉油资源日趋紧张,以及2018年中俄管道进口俄油量逐年增加,为优化原油资源配置,满足庆吉油递减后锦州石化、锦西石化加工资源需求,保障铁锦线资产有效利用,需将铁锦线运行方式由目前输送庆吉油调整为庆吉油掺混俄油输送。通过对铁锦线进行相关改造,在满足铁锦线最低输量的前提下,俄油掺混比例为10%和30%,之后逐步过渡到主要或全部输送俄油。As the output of Qingji oil decreases year by year,the resources of Qingji oil in Northeast China are becoming more and more tense,and the amount of Russian oil imported from Sino-Russian pipelines is increasing year by year in 2018.In order to optimize the allocation of crude oil resources,Jinhua Petrochemical and Jinxi are satisfied after the reduction of Qingji oil.The demand for petrochemical processing resources to ensure the effective use of the assets of the iron wire line requires the adjustment of the operation mode of the iron wire line from the current transportation of Qingji oil to the transportation of Qingji oil blended with Russian oil.Under the premise of meeting the minimum output of the Tiejin line,the proportion of Russian oil blending is 10%and 30%,and then gradually transition to the main or all Russian oil.
