摘　　要：为促进黑龙江省集体林权流转发展,推进集体林权制度改革进程,在分析黑龙江省集体林权流转现状、存在问题的基础上,结合黑龙江省实际,依据国家政策和相关法律法规,提出促进黑龙江省集体林权流转发展的对策与建议:完善管理集体林权交易中心、推动省内信息平台建设、完善集体林权流转程序、建立科学的森林资产评估体系、完善林权流转的地方立法、强化林业财税金融支持体系建设。In order to promote the development of collective forest rights in Heilongjiang Province and the reform process of collective forest rights system,we studied the countermeasures and suggestions for promoting the development of collective forest rights in Heilongjiang Province in the current situation and existing problems of collective forest rights transfer in Heilongjiang Province,combined with the actual situation of Heilongjiang Province,according to national policies and relevant laws and regulations.We put forwarded the following recommendations:improve the management of collective forest rights trading centers,promote the construction of information platforms in the province,improve the procedures for collective forest rights transfer,establish a scientific forest assets assessment system,improve local legislation on forest rights transfer,and strengthen the construction of forestry finance and taxation financial support system.
