Public Value(s) Leadership as a New Trend of Public Leadership:An Exploration Based on a Literature Review

摘　　要：作为公共领导理论的新发展,公共价值领导近年来被学者提出,对公共价值领导相关研究成果的系统梳理有助于学者和实践者认识和理解这一新兴概念范畴。论文采用文献分析与规范理论研究相结合的方法,从关注焦点、结构特征和激励逻辑三个方面述评了现有公共领导研究,指出伴随着公共行政的发展,公共领导理论不仅要关注领导行为的有效性,也要关注公共领导价值目标的实现。面对具有高度复杂性和价值冲突的“棘手问题”,在公共价值管理范式下研究领导问题成为新思潮。论文在新范式下梳理了公共领导研究,认为公共价值领导是多元主体的社会价值建构过程,其重视回应公民的诉求,具有情境适应性,最终目的是创造公共价值。论文阐释了公共价值领导的理论意义,并提出了公共价值领导未来还需要回答的几个重要研究问题,包括公共价值领导的内容特征以及其对以往公共领导模式的超越、公共价值领导的测量工具开发和中国情境下的公共价值领导理论构建等。Already a popular term in public leadership theory,Public value(s)leadership was only proposed relatively recently.Based on a systematic review of the Public value(s)leadership scholarship,this paper is meant to help scholars and practitioners to recognize and understand this new concept.Using literature analysis and normative theoretical research methods,this study reviewed the existing research on public leadership regarding its focus,structure,and incentive logic.Given the development of public administration,the theory of public leadership should be concernedwith not only the effectiveness of leadership behavior but also the realization of the value goals of public leadership.The“wicked problems”of high complexity and value conflicts have leadleadership studiesto assert a new paradigm of public value management.The literature asserts that public value(s)leadership is the social value construction activities of pluralistic subjects,emphasizing responsivenessto citizen demand and situational adaptability as a meansof creating public value.This paper illustrates the theoretical significance of public value(s)leadership and proposes several significant questions for future research,including the characteristics of public value(s)leadership and its transcendence of past public leadership models,the development of measurement toolsfor public value(s)leadership,and the construction of public value(s)leadership theory in Chinese context.
