摘　　要：本文对2018年国外频谱资源管理政策进行回顾和研究,包括国家频谱管理政策与规划、5G频率规划、频谱资源市场化、频谱交易、回收和共享等方面,最后结合我国实际提出一些意见和建议。The foreign spectrum resource management policies in 2018 were reviewed and studied in this paper,including national spectrum management policy and planning,5G frequency planning,spectrum resource marketization,spectrum trading,recovery,sharing and so on.Finally,some suggestions and opinions were put forward in light of actual situation.
