英国突发公共危机事件管理应急机制研究

摘　　要：当今社会,安全概念的内涵早已经突破了原有的军事安全框架,呈现出向横向扩展的态势。英国作为老牌的资本主义国家,无论过去还是现在都是危机频发的国家,英国政府在处理各种突发公共危机事件过程中,积累了许多值得我们借鉴的经验。从英国防范危机的预警系统,危机发生时的应急分工体系以及危机处理过程中政府与媒体的协作三方面展开论述,以期对我国的突发危机事件管理有所启示,并借鉴英国应对突发危机的经验,对我国的危机管理提出可行性建议。In today’s society,the connotation of the concept of security has already broken through the original military security framework,showing a trend of horizontal expansion.As a veteran capitalist country,the UK has been a country with frequent crises in the past and present.The British government has accumulated many experiences worthy of our reference in dealing with various public emergencies.The article tries to discuss the early warning system of crisis prevention in the UK,the emergency division system during the crisis and the cooperation between the government and the media in the process of crisis management,in order to enlighten the management of sudden crisis events in China,and learn from the British response.The experience of crisis development provides feasible suggestions for crisis management in China.
