新形势下城市反恐防爆应急管理策略探析

摘　　要：随着世界科技发展,爆炸恐怖活动的实施方式和技术运用呈现出智能化、技术化的趋势,爆炸袭击手段诡谲多变,反恐防爆形势愈发严峻。在新形势下,构建城市反恐防爆应急管理机制是加强政府应急管理的重要内容。在反恐防爆应急管理机制建设过程中,应从加强组织领导、完善情报体系、突出重点监管、实施高效处置、强化网络监控、加大宣传教育等方面着手。With the development of science and technology in the world,the implementations and application of explosive terrorism show a trend of intellectualization and technicalization.The means of explosive attack are sophisticated and changeable,and the situation of anti-terrorism and explosion prevention is becoming more and more serious.Under the new situation,the construction of the emergency management mechanism of anti-terrorism and explosion-proof in cities is an important part of strengthening government emergency management.In the process of building anti-terrorism and explosion-proof emergency management mechanism,we should strengthen organizational leadership,improve the information system,highlight key supervision,implement efficient disposal,strengthen network monitoring,and increase publicity and education.
