摘　　要：社区服务创新是实验区的“最大公约数”。实验区社区服务创新是城市政府主导的,有目的的建构。社区服务创新是为解决社区服务问题和实现社区服务目标而选择的新途径,特别是政策工具的创新。嵌入式社工服务、自主式互助服务、互联网+智慧服务、众筹式资源汇集等是服务组织、服务方式、服务资源的创新。在社区集体物品供给上,城市政府跳单人舞的时代已经结束,城市社区新治理的序幕已经拉开,政府主导的社会参与网络正在形成中。目前,城市政府处于社会参与网络之上,而不是置身于参与网络之中,社区网络化治理尚处于探索之中,探索之路伴随着风险与挑战。Community service innovation is“The greatest common divisor”in the experimental area.The community service innovation in the experimental area is dominated by the government of city and constructed purposefully.The innovation of community service is a new way to solve the problem of community service and achieve the goal of community service,especially those new policy instruments and the resulting new service organizations,service resources and service modes,etc,that was brought by those new policy instruments which are benefit for the government to motivate the social forces and the participation of residents.Social organization incubators,purchasing services,ability training,crowd funding,the“Internet+”,etc,are innovations of policy instruments.Embedded social work service,independent mutual assistance service,“Internet+”intelligence service,crowd funding resource collection are the innovation of service organizations,service modes and service resource.In the supply of community collective goods,the era of the government play the sole role in has ended,the prelude to the new governance of city community has been opened,and the government-led social participation network is being formed.At present,the city government is above the social participation network,not in the participation network,the community network governance is still in the exploration,the exploration road is accompanied by the risks and challenges.
