我国互联网金融风险监管及治理体系建设研究

摘　　要：互联网金融作为传统金融创新模式,一经产生就得到了社会各界广泛关注。随着互联网金融的不断发展,互联网金融企业倒闭、跑路、运营违规等问题频发,致使我国监管部门开始对互联网金融进行严格监管。当前,我国采用的是政府监管、行业协会辅助监管以及互联网金融企业平台自律的“三位一体”监管方式,在一定程度上可以防止互联网金融企业平台发生违规行为。但是由于互联网金融业态模式较多,因此互联网金融风险更加复杂,现有的监管体系难以适应互联网金融发展需求,监管效率低下。对此,需要对我国当前的互联网金融风险监管体系进行完善与创新。本文从协同监管理论入手并根据新治理理论,在现有的监管体系下融入了社会监管资源,丰富了互联网金融监管主体与能力,构建了监管效率更高的互联网金融风险治理体系。Internet finance,as a traditional financial innovation model,has been widely concerned by all walks of life.With the continuous development of Internet finance,Internet finance enterprises close down,run away,operation violations and other problems occur frequently.As a result,China's regulatory authorities begin to strictly supervise Internet finance.At present,China adopts the"trinity"supervision mode of government supervision,industry association auxiliary supervision and self-regulation of Internet financial enterprise platform,which can prevent illegal behaviors of Internet financial enterprise platform to some extent.However,due to the variety of forms of Internet finance,the risks of Internet finance are more complex.The existing regulatory system is difficult to meet the development needs of Internet finance,and the regulatory efficiency is low.To this end,it is necessary to improve and innovate China's current Internet financial risk supervision system.Based on the theory of collaborative regulation and the new governance theory,this paper integrates social regulatory resources under the existing regulatory system,enriches the regulatory subjects and capabilities of Internet finance,and constructs a risk management system of Internet finance with higher regulatory efficiency.
