摘　　要：研究目的:运用自主治理理论对中国农地细碎化治理实践进行实证分析,为破解农地细碎化困境提供一种新模式,揭示中国克服农地细碎化问题的制度优势。研究方法:实地调查法和归纳法。研究结果:(1)自主治理是一种有效克服农地细碎化问题的模式,侧重于解决小农户面临的土地细碎化问题,有效推进了小农户与现代农业发展的有机衔接。(2)农地细碎化治理也是公共事务治理,其理论基础是自主治理理论。(3)农地细碎化自主治理模式采取“农民主体、村社主导、政府引导”的组织化路径,形成有效的利益分配机制、风险机制和违约机制,建立在集体土地制度和村民自治制度基础上。研究结论:自主治理模式能有效阐释农地细碎化治理实践,也可以揭示中国克服农地细碎化问题的独特效果,还为土地资源利用和农村公共事务治理提供了借鉴价值和理论指导。The purpose of this paper is to make an empirical analysis of innovation practice of farmland fragmentation governance by using the theory of self-governance and to provide a new mode for solving the dilemma of farmland fragmentation.The research methods are field survey and induction.The results show that:1)self-governance is an effective way to overcome the problem of farmland fragmentation,focusing on the land fragmentation issue faced by small rural households,and it can effectively promoting the linkage between small farmers and modern agricultural development.2)The governance of farmland fragmentation is also a kind of public affair governance,the theoretical basis of which is the self-governance theory.3)The self-governance mode of farmland fragmentation adopts the organizational path of“farmer orientated,village community leading and government guiding”,and forms effective revenue distribution mechanism,risk mechanism and default mechanism based on the collective-owned land institution and villagers’autonomy institution.In conclusion,the self-governance mode of farmland fragmentation can effectively explain the practice of farmland fragmentation governance,and provide reference and theoretical guidance for land resource utilization and rural public affairs governance.
