摘　　要：In the meeting for Hainan Province to celebrate the anniversary of establishing a provincial-level economic zone in 2008,the Chinese President Xi Jinping announced that the CPC Central Committee supported Hainan Province in turning the whole island into a pilot free trade zone.He emphasized that“systematic innovation should be the core of Hainan in converting the whole island into a pilot free trade zone.”Hainan also gained more freedom to execute reforms,so as to encourage trials,experiments and changes in the province.
