摘　　要：发展离岸金融业务是我国全面深化自贸试验区建设、持续推进人民币国际化和上海国际金融中心建设的重要抓手。我国离岸银行业务经历了近30年的曲折发展历程,但目前仍存在概念界定不清晰、账户管理不统一、监管政策不协调等问题。在风险管理方面,离岸与在岸金融风险传递、非居民交易主体识别困难等问题尤为值得关注。At present,the development of offshore financial business is an important starting point for China to comprehensively deepen the construction of the Pilot Free Trade Zone,continue to promote the internationalization of the RMB and the construction of the Shanghai International Financial Center.China's offshore banking business has experienced a tortuous development process for nearly 30 years,but there are still problems such as unclear definitions of concepts,inconsistent account management,and uncoordinated regulatory policies Intermsofrisk management,risk management issues such as offshore and onshore financial risk transfer and difficulty in identifying non-resident transaction subjects are particularly worthy of attention.
