摘　　要：为推进我国政府购买体育公共服务发展,以文献资料和逻辑分析等方法对上海市经验进行研究,认为上海市在相关改革中具有政府职能转变快,执政理念新;政府行政成本低,公共体育服务供给效率高等特点.但存在相关法律法规的缺失;专项财政资金的缺位;社会体育组织缺少必要的竞争性;社会体育组织从业人员专业技能不高等问题.要促进上海市政府体育公共服务可持续发展,一是要转变理念,培育公共体育服务市场,建立比较完善的制度框架;二是要不断拓宽融资渠道,不断深化、细化制度建设;三是要重视相关人才培养,强化制度执行,全面推进政府购买基本公共体育服务的发展.In order to promote the development of sports public service purchased by our government,this paper studies Shanghai′s experience by means of documentation and logical analysis.It is believed that Shanghai has the characteristics of fast transformation of government functions,new governing concept,low administrative cost of government and high efficiency of public sports service supply,but there are some deficiencies in relevant laws and regulations,lack of special financial funds,etc.Sports associations lack the necessary competitiveness,and the professional skills of social sports organization practitioners are not high.To promote the sustainable development of the sports public service of Shanghai Municipal Government,we should first change our concept,cultivate the public sports service market and establish a relatively perfect system framework;secondly,we should constantly broaden the financing channels,deepen and refine the system construction;thirdly,we should attach importance to the training of relevant talents,strengthen the implementation of the system,and comprehensively promote the development of the government′s purchase of the basic public sports services.
