闽西革命根据地社会保障机构历史考察(1927—1934)

摘　　要：增进民生与福祉是中国共产党立党为公、执政为民的本质要求,中国共产党从成立之日起就践行这条准则。社会保障是治国安民的一项重要措施,社会保障机构是改善民生与福祉的重要职能部门。回顾闽西革命根据地历史,在艰难困苦的条件下,党和苏维埃政府始坚持从人民的利益出发,组织成立政府组织和群众群团组织以开展社会保障工作。以政府组织作为社会保障的主体,以群众群团治为补充的闽西社会保障工作取得了历史性成就,增进了民生与福祉。这对新时代推进以人民为中心的社会保障体系建设提供了有益启示。Promoting people's livelihood and well-being is the essential requirement of the Communist Party of China in establishing the Party for the public interests and serving the interests of the people,which has been practiced by the Communist Party of China since the establishment of the Party.Social security is an important measure to rule the country and bring the people stability,and social security institutions serve as important functional departments to improve people's livelihood and well-being.Looking back on the history of the revolutionary base areas in Western Fujian,we find that the Party and the Soviet government organized and established government organizations and mass organizations to carry out social security work by holding to the interests of the people.The social security work in Western Fujian,with government organizations as the main body of social security and mass organization governance as the supplement,has made historic achievements and improved people's livelihood and well-being.This provides beneficial enlightenment for the construction of people-centered social security system in the new era.
