英国缓解城市停车供需矛盾的经验及启示

摘  要:我国城市汽车保有量增长迅速,使得城市停车资源普遍存在供需缺口。这就导致普遍性地违章停车,也伴生选择性地违停执法,严重影响法律的威严,损害有关部门的公信力。分析英国缓解供需矛盾的主要经验,包括非禁止即可停的法律规定、停车时长预购制、停车时段及时长限制、停车差异化定价、停车APP广泛应用,结合我国的实际情况,建议增加路边停车资源供给、设定停车时段及时长限制、推广停车时长预购制、鼓励差异化定价、支持停车APP的应用。The rapid growth of car has caused a gap in supply and demand in urban parking resources in China.Insufficient supply leads to widespread illegal parking,accompanied by selective law enforcement,seriously affecting the majesty of the law and damaging the credibility of the relevant departments.The paper analyzes the main experience of easing the contradiction between supply and demand of car parking in UK,including the rule of“No Prohibition Is Permitted”,parking time pre-purchase system,parking time range and length limit,parking differential pricing,and application of parking APPs.On this basis,combined with the actual situation in China,it is recommended to expand the supply of roadside parking resources,promote the pre-purchase system of parking time,set the parking time range and length limit,encourage differentiated pricing,and support the promotion of parking APPs.
