摘　　要：基于北斗RDSS短报文通信功能,采用语音压缩技术和多用户卡设计,实现北斗用户的语音通信方案。通过对通信需求的容量分析,并符合北斗系统用户卡管理规定,确定北斗语音终端的硬件设计,并对MELP的语音编码和多用户卡技术进行了分析。通过计算、设计和样机试制,北斗语音终端能够满足特殊用户的使用需求,可以进行工程化研制、生产和推广应用。Based on short message communication function of Beidou RDSS system,using voice compression technology and multiuser user card design,we have completed the design of Beidou users'voice communica-tion scheme.We analyzed the capacity of communication requirements according to Beidou system user card management regulations,and realized the hardware design of Beidou voice terminal.Furthermore,we analyzed the two key technologies about MELP and multi-user card design.Through calculation,design and prototype trial-manufacture,Beidou voice terminal can meet the needs of special users.It can be used in engineering research,production and popularization.
