摘　　要：在区域产业转移、全面开放和资源共享的共同作用下,杭州湾逐渐呈现具有一定区域经济规模的多中心协同发展态势,但产业空间重构和未知效益双重压力仍阻碍着湾区多中心协同发展模式的高效运行。结合多中心治理和协同治理理论,研究认为推动产业、交通、生态、创新和制度五大先行战略,实现基础设施、产业环境等硬条件的优化联结和制度、创新两大软实力的双向驱动,将是杭州万大湾区晋升世界一流的关键制胜点。Under the joint effect of industrial transfer,comprehensive openness and resource sharing,Hangzhou Bay has gradually presented a multi-center coordinated development trend with a certain regional economic scale.However,the dual pressures of industrial space reconstruction and unknown benefits still hinder the efficient operation of the Bay Area multi-center coordinated development model.Therefore,combining the two theories of multi-center governance and collaborative governance,the study believes that the promotion on the five leading strategies of industry,transportation,ecology,innovation and system,the realization of the optimal connection of hard conditions such as infrastructure and industrial environment,the dual direction driving of the soft powers of system and innovation,and the achievement of the efficient cooperation between multi-city centers and governance centers,is the key point to be one of world class bay areas.
